Can i pay less than 2018 1040 ES payment voucher generated by TT?

Payment vouchers generated by TT will result in a huge refund. Am I required to pay the amount on the voucher? If I do not, is there a penalty?

No penalty.  The vouchers are just estimated/suggested tax payments.  You can pay that amount, another amount or not at all; it's up to you.
