Yes, you can and you should do so.  According to Publication 550, "you must report all your taxable interest income even if you do not receive a Form 1099-INT."

 

You can enter the information manually as if you had actually received the 1099-INT using the box for Box 1 - Interest income.

yes 

Log in to your TurboTax Online account and open your tax return.
Navigate to the "Wages & Income" section from the main menu.
Scroll down to "Interest and Dividends" and select "Start" or "Edit."
Choose "Add a 1099-INT" to enter your interest income manually.
Fill in the required information from your 1099-INT form, including payer details and interest amounts.
Review your entries for accuracy and save your changes before proceeding with your return.
