Is it possible for me to turn in just my federal tax return on turbo tax and not my state tax?

yes. select efile for federal mail for state

Yes, you can only file your federal tax return with TurboTax. Please, see Can I file my federal taxes now and skip my state for later? for details. If you choose to e-file your state later, please make sure that your federal return has been accepted before e-filing the State return.
