Can I get copy of tax return now if I pay via credit card ? They are saying there is delay by IRS. Also would I be able to submit State Tax while waiting for IRS?

If you are trying to access a prior year return, yes. However, if you are trying to complete a tax return for 2017 and all of the required forms for filing have not been approved by the IRS, then no, you cannot print a copy of your 2017 return until those forms are final. 

In addition, you cannot file your state tax return through TurboTax before filing the federal return.
