Can I get back an insurance deductible for Hurricane Beryl that was $12,795 that was not covered b the insurance co. Would this be considered a loss ?

MY claim was for $ 26995 but I only received 14613 from Insurance co because of the high deductible. Can I file a form 4684 to recover some of the deductible.?
