No. Home and Business includes state software for one state. It cannot be purchased as "federal only." With Deluxe desktop software some retailers offer it with or without state software--but that is only with Deluxe, not with Premier or Home and Business.

No. But you can buy Deluxe. All the Desktop programs have the same forms. You just get more help in the higher versions.
