Can I file when didn't work but have Children?

Due to medical reasons I'm now unable to work but I'm in limbo with Social Security so the only income I received was from child support and state assistance. I've been told by many to still file. Is this correct? If so, how do I file?

Sorry-----there has been only one tax year----2021----when you could get the child tax credit even if you did not work.  The laws reverted back to the old laws.  All of the refundable child-related credits are based on having income from working.  You will not be eligible if your income is only child support, state assistance or Social Security.

If you did not receive taxable income of any kind in 2024, there is no reason for you to file a tax return, with or without dependents since the tax credits for dependents and for income all require that you have earned income reported on your tax return.  And for the Child Tax Credit you need at least $2,500 of income from work to be eligible.
