No. When you use TurboTax the information flows from the federal return to the state return. It is not possible to prepare a "stand alone" state tax return. If you are not going to prepare/file federal tax return then try going on your state's tax site to see if you can get the forms to prepare by hand or perhaps use a pdf form on the site to file directly with the site.

You cannot efile the state before the federal return ... so if you have a balance due on the fed you can still file it now so you can file the state and you have until 4/18/2022 to pay the bill.
