Can I file my state tax now and federal by 4/15 because of a bal due on federal taxes and my state has a refund?

You can file the fed now ... you do not need to pay until 4/15/19.

A state tax return cannot be e-filed unless the federal return is e-filed at the same time.  Or the state tax return can be e-filed after the federal tax return has been e-filed and accepted by the IRS.  If the federal tax return is not e-filed the state tax return cannot be e-filed, only printed and mailed to the state.
