Can I file my 2018 taxes on TurboTax?

yes. but you can not use the online version and you can not efile, you must obtain desktop software for your computer for 2018,  complete and then mail in your return. follow TT filing instructions and if you have a state return mail to the address indicated  - not to the IRS.

You cannot use the Online version to file a prior year return, the Online version is only to prepare a 2019 return.  To file a 2018 return with TurboTax you would need to download the 2018 tax software & install it on you computer.  Prior year returns cannot be e-filed with TurboTax, you would need to mail your returns in.
