Unfortunately you cannot file only your State return. 

The TurboTax State program is designed to pull (transfer) information from your federal return. For this reason, TurboTax State is not sold as a standalone tax-preparation product.

Well you can print both federal and state and just mail the state return.    But you do have to fill out federal first.
