No, you would have to use the Self-Employed version because you will owe Self-Employment tax even if you owe no federal Income tax. SE tax is social security and medicare.

TurboTax has 2 free products, and while you cannot use the regular Free Edition to report a 1099-MISC, you should be able to use the other free product called TurboTax IRS Free File Program, since your income is low enough. As stinkerbellkity said, however, you will owe some self-employment tax, even if you owe no income tax. Here's the info:
The other free product (TurboTax IRS Free File Program) is fully-featured and can prepare all the usual forms and schedules. It can prepare the Schedule C to report your self-employment income from your 1099-MISC. For example, in addition to Schedules 1-3 it can prepare Schedule C, D, E, F, etc., and enter K-1.
