Can I file electronically for 2017 if I did not file in 2016? I had no income other than Social Security and was not required to file.

In 2017 I withdrew from my IRA and taxes were deducted so I need to file to receive a refund.

Yes you should be able to e-file your tax return for 2017 unless there are specific tax forms that the IRS or your state do not accept e-filing for. When you are ready to e-file your return, Turbo Tax will walk you through that.
