You have a typo. Do you mean your daughter will be 24 by the end of 2023? Or did you mean she was born in 1999? If so, she will be 24 by the end of 2023. You will not be able to claim her as a qualified child dependent. If she has less than $4450 of income in 2023, not counting Social Security--she might be your qualified relative dependent. If she can be claimed as your dependent then you can file as HOH.
Am I Head of Household?

If you qualify as Head of Household, when you enter your marital status (single or married filing separately) into MyInfo, and then enter your qualifying dependent, TurboTax will offer HOH as your filing status.
The gross income limit for a qualifying relative for 2023 is $4,700.
If your daughter's gross income for 2023 is less than $4,700 and you provide more than half of her support for the year, you will probably be able to claim her as a dependent and file as head of household (if you meet the other requirements). Age doesn't matter for a dependent who is a qualifying relative.
