If you are attending a school that doesn’t qualify you for education credit and if you do not have a scholarship you can ignore that form.
It did qualify as education credit as a required internship credit.

Clarification needed.
You say:
1. You got a 1098-T.
2. The foreign school is not on the eligible institution list.
3. It is a required internship credit.
That doesn't "add up".
??
It was an internship required to graduate. Student did it in a foreign country through a foreign university.
We did not get 1098-T but paid $ to the foreign unuversity.
From what you posted you are not eligible for education credit.
