Can I enter overpayments from 2017 applied to 2018?
Yes, you can. Under Deductions and Credits, go to Estimates and Other Taxes Paid > Other Income Taxes > 2017 Refund Applied to 2018.

Can I enter overpayments from 2017 applied to 2018?
To use TurboTax to amend a 2017 return that you did not prepare with TurboTax, you'd have to buy a CD/Download version of TurboTax for 2017, and then exactly re-create your 2017 return using the TurboTax software. Once you'd done that, you'd be able to amend it.
