Can I e-file only my state taxes? I have to file my federal taxes by mail but Turbotax keeps trying to make me file both electronically.

sorry no. e-filing federal is a requirement to e-file state select mail rather than e-file for both.

It won't allow me to select e-file for state and I'm disappointed because Turbotax already charged me for State.  Any idea who to contact for a refund?  I'm going to have to just do State by hand.

You will need to contact TurboTax support to get the state e-file fee cancelled or refunded.  Use the key words Billing Issue when contacting support.
