Can i e-file my federal return only without having to pay a fee?

Yup.

You can efile federal only, and then mail the state return to the state revenue department. TurboTax doesn't guide you through the state printing and mailing process as well as it might, though. 

Once you get the federal efile done, go back and print the state only, "all files required for filing" option. Be sure to sign it, attach copies of W-2's or any forms that show state taxes withheld, and mail it in to the address specified.
