A Form 8915-F can be e-filed.

Using the online editions you will need the Deluxe edition or higher - https://turbotax.intuit.com/personal-taxes/online/

Using the desktop CD/Download editions, any of the editions can be used - https://turbotax.intuit.com/personal-taxes/cd-download/
