Can I download turbo tax for 2019 as i have been doing for years?

Of course ... you will need to wait until sometime this November or early December for the 2019 beta version to be available.  Of do you really mean the current 2018 program ?   https://turbotax.intuit.com/personal-taxes/cd-download/

What kind of computer do you have? Turbo Tax 2019 for next year won't work on Windows 7.

not so sure it won't work.  but if Intuit sticks to its guns it won't be supported if there are issues.    it can always change its position.   especially  if it feels it will loose a lot of customers ($$$$) who don't want to or can't upgrade  and don't want to use the online version  (win 7 can still be used with online versions) .
