Can I download TT deluxe2018?

"My Mac no longer has a CD drive. On reading the above information it is not clear to me that I can download Quicken Deluxe for 2018.I want the program on my machine. How can I be sure that I'm not asking for what appears to me to be a program in the cloud that I access as needed?

Yes, you can download TurboTax Deluxe for the 2018 tax year.  To do so, go to: https://turbotax.intuit.com/personal-taxes/cd-download/.  Click on "Buy Now" and then select Macintosh.  You will be guided through the purchase and download process.
