Can i claim my nephews on my taxes who live with me, if my mom is their payee representative?

My mom is my nephews social security payee representative but they live with me for school purposes. I have power of attonery for them. Can i claim them on my taxes?

see IRS pub 501 for who can be a dependent on your tax return.
