Can I claim my girlfriend's child, if she doesn't live with me, but I supported her for 9 months out of the year?

My girlfriend lives in another city, every weekend, I would go pick her up and she would stay with me Friday, Saturday, and Sunday, and her daughter every other weekend, then I would run her/them home.  I financially supported her and her daughter for the duration of the 2016 year, buying: paper towels, toilet paper, dish soap, shampoo, conditioner, clothes, undergarments, food, laundry detergent, pretty much everything.  Would I be able to claim both of them because I support them both and they have stayed with me for 150+ days out of the year?  My girlfriend and her child's dad have split custody and take turns claiming her child every other year.  He claimed her last year, this year is her turn.  She told me that I can claim her since she doesn't have a job.  Is this possible?  If so, how would I go about claiming them?

I found this, but it sounds contradicting.  At first it says that the dependent does NOT necessarily have to live with you, but close to last paragraph it says that the dependent must live with you for at least half the year.  I'm confused.

You cannot.  An unrelated person must live with you the entire year (and other requirements). 

---Tests to be a Qualifying Relative (& Unrelated Persons)---
(Must meet ALL of these tests to be a dependent)

1. The person cannot be your qualifying child or the qualifying child of any other taxpayer.

2. The person either must be related to you, or must live with you all year (all 365 days - There are exceptions for temporary absences such as school, illness, business, vacation, military service) as a member of your household.

3. The person's gross income for the year must be less than $4,050 (tax-exempt income, such as certain social security benefits, is not included in gross income)

4. You must provide more than half of the person's total support** for the year.

5. The person is not filing a joint return.

In any case, the person must be a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico
