Can I claim my father who is in jail as a dependent?

No.    If your father is in jail he is being supported by the penal facility in which he resides.   Money you may be sending him for incidentals, etc. is not truly supporting him.   Sorry.   Money you give him is a gift from you to your dad, and gifts to individuals are not deductible.
