Yes. A child born at any point during the year is considered to have lived with you for the entire year.

I ALREADY RECEIVED MY REFUND BUT IT DIDNT GIVE ME THE CREDIT FOR MY KID , HOW CAN I FIX THIS ?

You would not be able to claim a 2017 tax year deduction on your 2018 return. In order to claim a 2017 deduction, it would have to be on your 2017 return. It can't be "added" to next year's return.
