Yes, you can claim your disabled adult child as a dependent. Some people can't due to payments from agencies. As long as you are supporting the child and it won't affect any payments received, you should claim your child.

What is the IRS error code you received for the rejection?

Could someone else already claimed him?  Could he have filed a return?  Someone could have accidentally entered their dependent ssn with a typo and got his by mistake.  It can happen.
