Can I claim my 18 year old son if he worked but only made $700 for the year? Will he have to file a return?

You can still claim him. If his income is from W2 income he does not need to file a return. If he wants to get a refund on any taxes taken out of his pay he would file his own return and check someone else can claim him on their tax return.
