Can I claim HOH since I live with my dad and step mom, when she claims HOH?

Based on what you stated in your question, unfortunately, you cannot claim HOH.

In order to claim Head of Household, you must satisfy the following requirements:   

• Pay for more than half of the household expenses
• Be considered unmarried for the tax year, and
• You must have a qualifying child or dependent
