He worked until July? If he had more than $5050 of income in 2024 not counting Social Security he cannot be claimed as anyone else's dependent.
It depends. If he was laid off in July, what income did he have prior to July? If his income for the year was over $5,050, then no you cannot claim him as a dependent on your return.
If his income was less than $5,050 for the year and you provided over half of his support, then yes, you would be able to claim him for the $500 Non-Refundable Other Dependent Credit as well as file as Head of Household.
