Can I claiim taxes that I owed to the IRS for 2019 that I paid in 2020?

Last year when I filed my income tax I owed the IRS.  Can I claim the taxes I paid as a deduction in section labeled "Payments with Extension"

No. Federal tax payments are not deductible.

No, there is no deduction for the payment of federal income tax.  Payments with Extension refers to money you paid when you filed an extension for your 2020 tax return. That is for payments towards 2020 tax liabiity.  Since 2020 tax returns and associated payments are not due until May 15, I doubt you have filed an extension for 2020.
