Can i choose the pay with the federal refund option without filing electronically?

No.  The only way to pay with your federal refund is to e-file, and request direct deposit of your refund.  You cannot file by mail and have the fees deducted from your refund.  You cannot print your return in order to file by mail unless your fees are paid already.

If TT let you print without paying, they would lose a lot of money on the users who would never pay.
