Can I buy 2 2017 turbo tax delux and use them if I have to file in 2 different states

That is unnecessary.  All you need to do is get the site software for both states.  If you are purchasing a CD or downloading desktop, it is easy to purchase and download an additional state program.

A big different in cost to buy a additional state software. Will it work if I buy another 2017 turbo tax deluxe at the store.

That is even more expensive.  And you cannot do that anyhow.  You cannot install 2 copies of the same TT software.

I also need to file two state returns and I am very angry that the downloadable version costs more than the Deluxe Federal + State downloadable desktop version. WHY?

One state is included in that package. Additional states cost extra.

But you can purchase a 2018 deluxe disk on Amazon for less than 10$, so if u needed a additional state download for 2018, 10$ is cheaper than the 49.99$ that TurboTax is charging.
