Can I amend my tax return before I am given the money? Does the Medical/Dental espense automatically transfer the amt there from the amt posted in income section?

The IRS recommends that you wait until you have received your refund before amending for a couple of reasons, but you technically don't have to wait.  

I am not clear on what you mean with the second question - TurboTax will base the amended return off your original return, so you won't need to reenter any numbers that were already entered.
