If you used the IRS non-filers website to register for the stimulus then a 2019 federal tax return with your name and Social Security number was filed.
In you are not a non-filer and now are trying to e-file a 2019 tax return, the IRS rejects the e-filed return since it has already receive a tax return with your information.
See this TurboTax support FAQ on how to proceed in this situation - https://ttlc.intuit.com/community/tax-topics/help/stimulus-how-to-file-your-return-after-getting-rej...
Update - I am not a "non-filer" - I received my stimulus check directly to my checking account without any action on my behalf.
Is there another reason why I can't efile?

What is the rejection code and message you received for the rejected e-filed tax return?
How far do you get? Does it not let you Transmit it or does your efile reject? The reject email should say why or give a reject code.
I have waited twice more than 2 days to attempt to efile a 2nd and 3rd time. 🤔
