Box twenty of my W-2 form does not have any information and is blank. Turbo tax is saying it needs the info. Can I leave it blank?

If you don't have an amount in box 19 then leave boxes 18, 19 & 20 BLANK, empty, no spaces.

If box 19 Local Income tax is empty then leave all boxes 18-20 empty.
