Box 15 (employee ID) is blank and TurboTax will not let us file without it,

A state ID and employers state ID number is required if there was stated withholding in box 17.

If there is no dollar amount for state withholding in box 17, then leave all boxes 15-17 blank.

If there is a dollar amount in box 17, then contact your employer for a corrected W-2 with their ID number.
