Both parents live together, not married and one claims children as dependents, can the other parent recieve EIC?

I tried doing this last year, but had to delete "dependents " because the other parent claimed them and I couldn't change it to not claiming them, so I just deleted it.

No. The tax benefits that go with a qualifying child cannot be split.
