At what amount do i have to submit self-employeed income?

My company did not give me back a 1099 form because i did not make enough money, do i still have to submit this with my tax return as self-employeed income?

You have to report all income including this self-employed income, whatever the amount. 

The company is not required to give you a form 1099-MISC for amounts less than $600. And you do not have to pay self-employment tax if your self-employed income is $400 or less.
