Since box 17 does not have any state income taxes withheld, leave boxes 15, 16 and 17 blank (empty) on the TurboTax W-2 entry screen.

i did leave them empty but turbo tax will not allow me to continue

Then delete the W-2 and re-enter manually and do not enter anything in boxes 15, 16 and 17.
