As an independent contractor, I earned income in 2016 that was paid in 2017. Do I report it on 2016 or 2017 returns?

It depends on your accounting method. If you are a cash accounting method (which most contractors are) then you would report the money you were paid on your 2017 return, not your 2016 return.
