As A J-1 summer worker, I am not receiving a verification code because I am not using a US number, is it possible for me to get the code via foreign number?

Are you referring to a W-2 verification code or for other purposes? The answer is very likely not possible.

Generally, the IRS does not call an international phone number. If they need to contact you, they will mail you the correspondence.
