Are taxes paid when making a RMD considered to be estimated tax payments?

If they were withheld from the distribution, they are federal tax withholding the same as taxes withheld on a W-2. If you made a payment of taxes directly to the IRS after you received the distribution, that would be an estimated tax payment.
