I am an Indian citizen, studying in the US. I am wondering if there are any tax breaks coming off of tax treaties between India and the US.
I am under F1 visa. And I have been in the US since September 2016. There is a tax treaty, but turbotax doesn't seem to take into account my foreign nationality. What should I do?

You are a nonresident alien. Turbotax does not support returns for nonresident aliens.
You would need to file form 1040NR plus form 8843. https://www.irs.gov/pub/irs-pdf/p519.pdf
You can file those yourself or use Sprintax, for example.
