I just completed amending 2020 Federal and State (Oregon) taxes and had to pay a little ($8) to the state. Now, in 2021 TurboTax, the State and Local Tax Refunds still shows my $718 refund that I received last year. Do I leave that as is, or lower that TurboTax imported amount by the $8 that I am paying on the state amended return? I took the standard federal deduction last year so I don't think the refund affected my federal. I just want to be certain I do this right so that I don't have to amend another return later.

If you amended using TurboTax, that refund amount of $718.00 should have been updated. However, you can adjust the amount by the amount or you can file it. The agency will correct the amount to reflect what is on your account.
If you "just amended" the prior year return then you paid the balance due in 2022 so the amount of refund you got in 2021 has not changed. The balance due paid in 2022 will reduce any refund received in 2022.
Critter-3, Your answer seems to me to be what will happen mostly, except I wouldn't think that it will automatically reduce my state refund as I pay it with a check and the amendment will be processed later that the electronically filed 2021 taxes. As I see it, I did receive that $718 in 2021, so it is taxable for 2021 regardless of it being reduced with the amendment (requiring me to leave that amount in Turbotax 2021's filing at $718 even though my ultimate taxes owed for 2020 are $8 less). However, it appears to me that next year Turbotax will see my state refund as it appears as on my current 2021 filing, not with the additional $8 state tax that I am paying by check to the state. Will I then in 2023, reduce what Turbotax is will see as my 2021 state refund without the $8 additional that I'm paying by check with the amendment? Or will Turbotax in 2023 for 2022 taxes, see the 2021 state refund I receive in 2022 and add the $8 additional tax I'm paying in 2022 for 2021?
2021 you do not change ... but the 2022 return will have to be adjusted so make a note now.

Thank you. TTax for 2021 still showed me with the amount of Oregon state tax refund ($718) that is unreduced for the amount ($8 additional) that I am now paying with the amended 2020 return.
