You appear to be using Online TurboTax.    And if so, are you in the Premium edition? (you can check by looking in the top left corner of the screen when you are signed into your return.)

Online Premium is currently showing $129 for a Federal return and $64 for a state return.   There may be some sales tax where applicable.

You seem surprised that you are being charged for the Federal return.   Is there more to the story that we don't know about?   You have provided no context about what you were expecting.   Were you wanting to use the Free Edition and ended up in a paid product?

Or did you purchase desktop software but used Online TurboTax instead?
