Am I getting charged extra because I chose to pay my turbo tax fee from my return?

Yes. A third party company called Santa Barbara Tax Products Group (www.sbtpg.com) handles this for TurboTax. That 3rd party business charges you $39.99 for the "convenience" of paying your TurboTax fees out of your refund.
