Always takes me back to state ID page

Trying to file State online  and Federal by Mail, but always goes back to the state ID page

You won't be able to e-file your state if your federal return was, or will be, paper-filed. The software only allows e-filing of state returns along with the e-filed federal return. So if you mail federal, you have to mail state as well. Please see details below.
