"Actively participated in this work" What if the owner has been ill and unable to do any actual work? Business still legally exists but it's completely idle. Still "Yes"?

Home-based business/sole proprietorship. We're still hoping she will be working more in the future. No business income. Only expenses are business registration-type fees with local government.
