A friend of mine doesn't have health insurance. Will the fee be deducted from the return or does he have to pay that first before he can receive his refund?

A friend of mine doesn't have health insurance. Will the fee be deducted from the return or does he have to pay that first before he can receive his refund?

The penalty for not having insurance will be deducted from his refund on his tax return. He does not pay it separately.
