I have carryover excess HSA contributions from 2022 and before. I don’t have an HDHP in 2022 or 2023. TurboTax won’t pass my 2023 return unless I check either Self-only or Family on form 8889 line 1. How do I stop TurboTax from flagging this?

In the HSA interview when you see "Was [name] covered by a High Deductible Health Plan (HDHP) in 2023?", answer, "No, I did not have coverage."
This will set the coverage for each month to NONE for purposes of the calculations.
Then in the Review, you will find that the Review objects to your answer for Line 1 (Self or Family). It does this because the Review does not know how you go into the 8889 processing without having any HDHP coverage. We have been unable to persuade the Development Team to address this.
In any case, if you just answer Self, this will not affect the calculations any, but will get you past this issue in the Review.
use the self-only box but then for each month you need to check none for HDHP coverage, The issue is the IRS form, not TurboTax, because "none" for the type of HDHP for 2023 is not an option. There will be a penalty unless the balance in the HSA was zero at the end of 2023.
Thanks for the quick response @Mike9241. I'm unhappy with that answer because the form and TurboTax allowed me to enter none by not selecting either choice. It's not until I try to review it that a problem gets flagged. It seems that it would be trivial for the program to see that none was checked for HDHP coverage for all months and pass the lack of a selection as good in that case. I have the choice of ignoring the TurboTax review or misrepresenting my HDHP coverage on form 8889. Let me know if anything changes as more people run into this problem.
